Can I use it for my Mississippi local race?

Mississippi's administrative policy says voter registration data may not be used to mail or deliver solicitations for money, services, or anything of value. Persuasion, GOTV, and canvassing outreach are unaffected; ask counsel before using the state file for fundraising mail. Because the file omits all birth data and phone numbers, age targeting and phone outreach need customer-supplied data.
